Ms Annie Choi assumed the post of the Permanent Secretary for Innovation and Technology of the Government of the Hong Kong Special Administrative Region in July 2019.
Ms Choi joined the Administrative Service in 1986 and has served in a number of policy bureaux and departments, including the Civil Service Bureau, the Commerce and Economic Development Bureau, the Financial Services and the Treasury Bureau and the Home Affairs Department. She was the Commissioner for Insurance from 2009 to 2015. During her tenure as the insurance regulator, she revamped the legislative framework governing the insurance industry and introduced the current Insurance Ordinance. As the Permanent Secretary for Innovation and Technology, Ms CHOI is responsible for policies and programmes that drive Hong Kong’s technology development, as well as their applications in different industries and professions.
Ms Choi obtained her Bachelor’s and Master’s degrees in Laws as well as Postgraduate Certificate in Laws from the University of Hong Kong. She also did postgraduate studies in Public Administration at Oxford University, UK and Tsinghua University, PRC.

Michael is the Co-Founder & Co-CEO of Bowtie Life Insurance Company, a mission-driven life and health insurer in Hong Kong. As a Co-Founder, Michael is passionate about driving Bowtie’s mission to close the health protection gap in Hong Kong through simple and accessible protection. Before launching Bowtie, Michael also co-founded Coherent Capital Advisors.
Michael is a Fellow of the Society of Actuaries (FSA), a member of the Actuarial Society of Hong Kong (ASHK) and a Certified Financial Planner (CFP) professional.

Adrien joined ZhongAn Group in 2018, as a founding member of ZA International, and is currently General Manager & Head of Strategy of ZA Tech, the global B2B technology arm founded by ZA International and SoftBank Vision Fund.
Prior to joining ZhongAn, Adrien spent 12 years in the insurance industry, with AXA Group and Munich Re, in Europe and in Asia, across underwriting, claims, reinsurance, risk management, digital, data and transformation roles.
Originally from France, Adrien holds two Master’s Degrees, in Insurance and Risk Management from National School of Insurance, and in Strategy and Innovation from Conservatoire National des Arts et Métiers, France.

Alvin Kwock is the Co-founder & CEO of OneDegree. OneDegree was established in 2016, to disrupt the traditional insurance industry with technology and make insurance more accessible to everyone. Today, we have operations in Hong Kong, Taiwan, Beijing and Singapore, with around 150 employees. We received the virtual insurer licence from the Insurance Authority in April 2020 and we are now a multi-line digital insurance business, offering protection for pet, e-commerce, home, cyber security and digital assets to individuals and businesses. We also develop our own proprietary full-stack insurance technology and have Cigna (and other insurance companies) as our B2B customers using our SaaS technology. OneDegree is backed by renowned investors including BitRock Capital, Alibaba, Cyberport Macro Fund and Cathay Venture.

Jeff is the Chief Actuary of Asia Insurance and Avo Insurance in HONG KONG. In addition to the more traditional actuarial responsibilities like reserving, pricing, capital modelling, Jeff also leads the data science team in Avo Insurance.
Before joining Asia and Avo, Jeff had over 15 years’ experience in the credit rating and reinsurance industries. Jeff is a Fellow of the Casualty Actuarial Society, a Fellow of the Institute of Actuaries of Australia, and a RMS Certified Catastrophe Risk Analyst.

Bob works for Coherent, a Hong Kong based technology firm with products covering the whole of the insurance value chain. Underpinning our products is “Spark”: our capability to convert Excel models and business logic into APIs. Our clients are Life, General and Health insurers across Asia, the US, Latin America, Europe and Africa.
Prior to Coherent, Bob built the Hong Kong business of CXA Group: a health insurance start-up with. For over a decade, Bob was the regional CEO of Towers Watson in Asia Pacific. Reporting to the global CEO, he was responsible for all of Towers Watson’s business lines across 22 offices in 13 countries.
Bob is a Fellow of the Institute of Actuaries (UK) and holds a First-Class Honours degree in Mathematics from Oxford University.

Tim has had a wide variety of roles in the insurance industry including CMO and CFO working in markets including UK, Turkey, Singapore, India, Thailand and Hong Kong and in businesses operating primarily through agency, banks and brokers. His passion connecting many of these roles has been to develop propositions built first and foremost to address the needs of the customer rather than the insurer. He sees moving beyond simply paying a cash lump sum on claim to providing services to directly address customers’ needs to stay healthy and recover fully from illness as a key element of that.
He is a qualified actuary and MBA. He is based in Hong Kong when not working he enjoys hiking and in a pre Covid world travel and live music and theatre.

Wilton Kee is Vice President, Chief Product Officer and Head of Health, Manulife (International) Limited. As a member of Manulife Hong Kong’s senior management team, he is responsible for leading product development and marketing actuarial functions for the company, as well as driving the company’s health business, including critical illness and medical products for individual and group insurance.

Mr. Kee joined Manulife in 2013 as Assistant Vice President and Pricing Officer for Individual Financial Products in Hong Kong, overseeing its marketing actuarial functions. He became Vice President and Chief Product Officer for Individual Financial Products in October 2016, leading the overall strategy and direction of the company’s individual insurance business.

Mr. Kee played a pivotal role in the formation of the health strategy and successful launch of Voluntary Health Insurance Scheme solutions in 2019. On top of this, he has been instrumental in helping the company build new bancassurance business by developing unique customer solutions for the clients of some of the leading banks in Hong Kong.

Mr. Kee also has solid experience in actuarial pricing, financial reporting and risk management, both in Hong Kong and Japan. He spent the earlier part of his career in the Asia regional office of a leading international insurance group.
He holds a Bachelor of Science degree in Actuarial Science from the University of Hong Kong and is a Fellow of the Society of Actuaries (FSA) of the United States. He has also attained the Financial Risk Manager (FRM) designation issued by the Global Association of Risk Professionals and holds a Certificate in Quantitative Finance (CQF).

Mr. Ngai Chi Wai is the Chief Marketing Officer of BOC Group Life Assurance Company Limited (“BOC Life”). BOC Life is a subsidiary of BOC Hong Kong (Holdings) Limited, distributing a comprehensive suite of life insurance products through the extensive distribution network of Bank of China (Hong Kong) and through the diversified channels of tied agency, brokerage and e-channel.
Chi Wai is a qualified Fellow actuary of the Society of Actuaries, with more than 20 years of life insurance experience in leading business and risk management areas. He graduated from the University of Hong Kong in Actuarial Science. He is a true believer in value of insurance for people's lives.

Simon Phipps, Founder of The Digital Insurer, has over 30 years’ experience across Life, GI and Asset Management businesses within insurers, consulting firms and start-ups. He started his career in intermediated distribution. Previously Aviva MD & KPMG lead partner for Insurance Advisory & Digital Innovation in HK.

Mr Chan is the Associate Director, Policy and Development Division of the Insurance Authority, Hong Kong.

Mr Chan is in charge of policy initiatives in regulatory reforms, currently focusing on development of Risk-based Capital Regime for Hong Kong and facilitating Insurtech development in the insurance sector. Mr Chan also coordinates with international bodies and handles Mainland affairs.

Before Mr Chan joined the Insurance Authority in June 2017, he worked with the then Office of the Commissioner of Insurance for over 27 years and was the Acting Assistant Commissioner of Insurance of the Policy and Development Division. Mr Chan has been involved in the supervision of Hong Kong insurance companies, both life and non-life, in different positions of the Office. The scope of his experience has spanned all aspects of insurance regulation, including prudential supervision of insurers, formulation and promulgation of regulatory policies on the insurance industry, liaison with international and Mainland regulatory authorities.

Mr Chan is a qualified accountant and holds a MBA and BA degree.

Lee has over 16 years’ experience in actuarial, AI / data analytics, research and consulting roles at primary insurers, reinsurers and independent consulting. As a regional Chief Analytics Offer, Lee leads the APAC, Middle East and Africa AI (advanced analytics) team, located in Singapore covering Life & Health for Munich Re. By combining data, AI, tech and deep risk expertise into digital solutions, Munich Re is transforming the customer experience and operational efficiency of insurers. Lee’s specialist skills include AI and predictive analytics, actuarial pricing, epidemiological and demographic modelling, analysis of medical scheme cohort data and healthcare intervention cost-effectiveness. His Master’s degree, presented at the 2014 International Congress of Actuaries in Washington D.C., provided many South African insurers with the first credible South African research for underwriting HIV and applied advanced analytics methods to medical scheme and managed care data. Lee is now completing a PhD in AI and advanced analytics, is a member of the Institute and Faculty of Actuaries and the Actuarial Society of South African where he chairs its Demography & Epidemiology committee.

Chris Dolman is working to ensure that AI and other data-driven decisions operate responsibly, thoughtfully and ethically. He does this at IAG as Executive Manager, Algorithmic Ethics, and as an active member of the Actuaries Institute Data analytics and General Insurance practice committees.

DR MARK CHIA, BEng (Hons), BSc, PhD, CEng, MIET, MIEEE

Mark is the founder of Mobius Group where he is responsible for the vision and strategic direction of the company. He is a thought leader in data science and is passionate about the data science ecosystem. He is a firm believer in talent development and sits on the advisory boards of various universities. He is also a member of advisory panels in various organisations.

Before launching Mobius, Mark was the Director of Data at Astro. He was responsible for the integration, utilisation and monetisation of data across the Astro Group. He brought together the disciplines of data management, visualisation and advanced analytics to generate value for Astro. Prior to Astro, Mark helmed the graduate and internship programmes at SAS. He has worked in data science and IT for over 15 years with various overseas companies.

Kathy Lee
Managing Director of Google Cloud for North Asia

Kathy currently manages GCP business in the North Asia region, helping customers to succeed and innovate through the use of Google Cloud platform services. Prior to joining Google Cloud in August 2017, she spent 13 years in leadership positions in building Microsoft Azure and AWS’s cloud computing business across Greater China. Kathy’s first career in life was an actuary at a US insurance company. In her 27-year career, Kathy has worked in many multinational IT companies carrying frontline customer facing roles including Digital, Compaq, HP, Sybase, Microsoft, Salesforce.com and AWS. Kathy graduated from University of California, Irvine, with a bachelor’s degree in Math and Computer Science in the USA. She also earned an EMBA degree from the Chinese University of Hong Kong in 2012.

Louis Lee FIAA, MBA, is a qualified actuary and a Partner in Deloitte’s Actuarial and Insurance Solution practice based in the Hong Kong office, where leads the practice for the General and Health Insurance sector. He joined the firm in 2020, and has more than 20 years' experience in the insurance and reinsurance industry across Asia and Australia, for both General and Life & Health Insurance companies. Most recently, he was the Asia Pacific Chief Financial Officer for Top Tier Global Reinsurer. Louis has extensive experience in strategy, M&A, finance transformations, reinsurance optimization, actuarial reviews, products and propositions, pricing, and also market expansions.

Eric is a Senior Consultant in Deloitte’s Actuarial and Insurance Solution practice in Hong Kong. He has over 4 years of experiences in delivering projects of data management and analytics, such as data quality enrichment, data integrity & compliance, data operations review against privacy regulations. He possess hands-on experiences to capture and articulate business pain points, utilizing advanced data analytics techniques to provide actionable insights. He is now focusing on data acquisition and analytic solutions along the customer journey for insurance clients.

Isaac Wong is the Principal AI Solution Architect at Tech Business International at WeBank. Prior to joining WeBank, Isaac has been the Technical Sales Director of Beyond Limits spearheading Fintech Cognitive AI solution market development in Asia region, Principal Data Scientist for DXC Technology helping clients generate actionable insights from business intelligence, analytics, and big data technologies, focusing on FSI, hospitality, telco., auto and gaming with NLP, prediction model and graph analytics specialization.

Allan plays dual roles as the Head of R&D for Spark, Coherent’s proprietary logic and rules engine, and as a senior member of the Actuarial team leading client projects.

Beginning his career at Transamerica, Allan gained over a decade of experience in core actuarial functions, building a foundational understanding of the unique position and potential of insurance. In his last role, he led the Life Model Development team in a multi-year Transformation project involving System Conversion, Governance, and Process Automation. Returning home to Hong Kong, Allan joined RGA Asia Regional for a crash course in Critical Illness pricing and Product Development before a chance product demo brought him to Coherent.

With an insatiable curiosity and collaborative mindset, Allan is focused on helping Coherent’s product managers find innovative and practical ways to use our ever-evolving technological capability.
