Overview

Welcome to the Joint Regional Seminar 2021.

The Joint Regional Seminar (JRS) is an annual event co-organized by the Institute & Faculty of Actuaries and Actuaries Institute Australia with the support of the local actuarial societies in the region. It is designed to assist actuaries and other professionals in meeting their CPD requirements.

We took a break last year and now we are back. We hope you have been keeping well. For the safety of our participants during COVID times, the Organising Committee has decided to run a virtual JRS instead. A half-day regional programme will be presented in the afternoon on 8 September 2021 hosted virtually in Hong Kong for all participants from the Asia region. Each local association will host their own virtual half-day local programme.

Theme

The COVID-19 pandemic has presented unprecedented challenges and evolving risks in a rapidly changing regulatory environment for the insurance industry. The pandemic’s implications for the industry will have largely been felt through many aspects of the business - muted earnings, investment portfolio stress, escalated mortality claims, distribution difficulties, operational and workforce disruptions, and much more. To weather the crisis and uncertainties and keep up with the evolving regulatory, technological and business landscapes, actuaries have a significant role to play in helping the industry adapt to a post-pandemic world. Hence the theme of JRS 2021 is “The Post-pandemic Actuarial World”. The topics in the regional programme on 8 Sep 2021 include:

The Joint Regional Seminar qualifies for (Actuaries Institute Australia / IFoA / ASHK) Continuing Professional Development (CPD). Actuarial members may find it a useful contribution to their personal professional development. A maximum of 6 CPD hours* can be claimed from the Hong Kong JRS. The amount of hours recorded is left to the discretion of the individual.

* 1 CPD hour = 60 minutes

* The online meeting details will be emailed to registrants a few days before the event . Registrants will receive one meeting link to join the regional programme a few days before 8 September and another

meeting link to join the Hong Kong local programme a few days before 27 September Each meeting link is only good for one device.

Ross Moore

Deloitte Director, Ross Moore has over 15 years of experience in the banking and insurance industries, with extensive experience in data, machine learning and financial crime. ML experience includes applications within marketing, pricing, funding, fraud and risk analytics in the UK and Asia Pacific. He has also led the design, implementation and testing on a series of major data warehousing projects, Target Operating Models and data and analytics process implementation and improvement initiatives.

Thomas Chu

Thomas Chu is a Data Science Senior Consultant in the Life Insurance practice of Deloitte Actuarial in Hong Kong. Prior to Deloitte, he had worked in Accenture London developing data science solutions focusing on Anti-Money Laundering, such as Customer Due Diligence (KYC), Name Screening and Transaction Monitoring.

Presently, Thomas is focusing on developing next tier InsurTech solutions, namely Underwriting Automation, Claims Prediction and Life Behavioral Sciences.

Dr David Lu

Dr David Lu joined Swiss Re in 2013, and now is Asia Chief Medical Officer of Swiss Re based in Hong Kong. His key responsibilities are leading the Asia Medical Officers team overseeing all medical related insurance risks and their trends, providing advices to and support business growth with a particular focus in Asia. Prior to joining Swiss Re, David had 10 years' experience of working at an international health insurance company.

David is an orthopaedic surgeon graduated from Beijing Medical University and holds an DrMedSci from Hokkaido University. He is the Active Member of AAIM (American Academy of Insurance Medicine), and the Member of AIMJ (Association of Insurance Medicine of Japan).

Before joining the industry, he has written extensively on his research areas and was the best paper winner of 2001 SICOT (Societe Internationale de Chirurgie Orthopedique et de Traumatologie) in Paris, and the winner of 2009 international research award for young investigator of SPINE journal in Toronto, Canada, and winner of the Best Essay Award of 2019 ICLAM (International Committee of Life Insurance Medicine) in Mumbai, India.

Louis Lee

Louis Lee FIAA, MBA, is a qualified actuary and a Partner in Deloitte’s Actuarial and Insurance Solution practice based in the Hong Kong office, where leads the practice for the General and Health Insurance sector. He joined the firm in 2020, and has more than 20 years’ experience in the insurance and reinsurance industry across Asia and Australia, for both General and Life & Health Insurance companies. Most recently, he was the Asia Pacific Chief Financial Officer for Top Tier Global Reinsurer.

Louis has extensive experience in strategy, M&A, finance transformations, reinsurance optimization, actuarial reviews, products and propositions, pricing, and also market expansions.

Rebecca Zhang

Rebecca Zhang, FSA, FCIA, is the Head of Regional Partnerships at South Asia, SCOR Global Life. Rebecca first joined SCOR Hong Kong in 2016 and has worked in both Pricing and Marketing roles, focusing on product development and client management. Prior to SCOR, Rebecca worked in Toronto with both traditional roles such as consultancies and insurance companies, and non-traditional roles such as being one of the first members of the NMG North American practice, and as a senior leader at a listed P2P insurtech startup.

Richard Roberts

Richard Roberts is a Global Insurance Investment Director working within Aberdeen Standard Investment’s Global Insurance Specialist team with a focus on supporting insurance companies in the UK and Europe with their investment challenges and developing ASI’s global insurance offering. Prior to joining Aberdeen Standard Investments in August 2020 he was Head of Balance Sheet Investments for Zurich Insurance Group’s UK business responsible for Balance Sheet Investment Strategy, Unit Linked Discretionary Relationships and Treasury. Richard also spent a number of years working as an Investment Accountant within Zurich’s UK business. Richard is a Chartered Accountant and a CFA charterholder.

Sai-Cheong Foong

Sai-Cheong Foong is the Group Chief Actuary of AIA Group Limited. He is a member of the Transition Resource Group for IFRS17 established by the International Accounting Standards Board and a member of the Hong Kong Implementation Support Group established by the Hong Kong Institute of Certified Public Accountants.

He has more than 25 years of international experience in life insurance practices and has held various actuarial and management positions in Kuala Lumpur, New York and now Hong Kong.

Sai-Cheong is a Fellow of the Society of Actuaries, the Institute of Actuaries of Australia as well as the ASHK. He is also a Chartered Enterprise Risk Actuary. He has been active in the activities of the ASHK, serving as a Council Member since 2006 including as the President in 2009. He received a Master’s degree in Economics from Macquarie University in Australia in 1993.

Carrie Yip

Carrie Yip is Global Head of Integrated Reporting, Global Insurance, HSBC Life. She is responsible for defining and delivering IFRS17 reporting production in the eight markets with the Group in which HSBC Insurance operates. This includes defining IFRS17 technical methodology, designing an integrated End to End Reporting Process and Target Operational Model, standardising external and business MI reporting production and establishing new reporting capabilities, services and tools. More specifically she is leading a team of more than 70 accountants and actuaries across the Group to deliver the target outcomes for the IFRS17 programme. She is the chairlady of the IFRS17 programme’s Design Authority and a member of governance committees at Group level to approve IFRS17 policy, oversee IFRS17 balance sheet production and ensure a smooth transition plan to target operational model.

Carrie has over 19 years of experience in Life Insurance industry in Hong Kong and worked with several multinational Life Insurance Companies. Immediately before her current role, she worked as the Director of Chief Actuary Office in Prudential Hong Kong, led range of large scale projects, including IFRS17, HK Risk-Based Capital (QIS1), ORSA pilot implementation, reinsurance modernisation and financial reporting process enhancement. As the HK IFRS 17 actuarial lead, she led accounting policy interpretation, CSM model development, financial management and transition plan for IFRS 17 project. Prior to joining Prudential she worked in Manulife Asia Risk Management team, with extensive experience in Product Risk Management, ERM and Market Risk, as well as Model Risk. She has been actively participated in the IFRS17 industry discussion groups (HKIISG) organized by HKICPA. Carrie is a graduate of the University of Hong Kong (BSc, Actuarial Science) and is a Fellow of the Society of Actuaries.

Blake Sowerby

Blake Sowerby joined Generali in 2020 to serve as Asia region’s Programme Manager for IFRS 17/9. Prior to joining Generali, Blake was with AIG where he spent 8 years across New York City, Shanghai, and Nashville. His most recent role was as CFO of the two operating entities under Fortitude Re (a run-off subsidiary of AIG) as well as leading its Expense Management team across the group. As Fortitude Re was a new entity, the role relied heavily on his background in Finance Transformation and leading global programmes of work, including the establishment of AIG’s Finance Centres in India, Robotic Process Automation, Corporate Expense Allocation, and Reinsurance Operations Target Operating Model work. Blake started his career in the Investment industry working on a foreign exchanging trading desk as well as being an underwriter for a bank servicing the Venture Capital industry. He holds a Bachelor of Science in Engineering from Duke University, majoring in Biomedical Engineering.

Ellick Tsui

Ellick Tsui joined FTLife Insurance Company Limited in December 2020 as Chief Financial Officer. He leads the actuarial, finance and investment teams. He has over 30 years of experience in the insurance industry and has worked in various areas from regional business development covering China, India, Indonesia, Philippines; marketing and branding, product development, pricing, investment, ALM, valuation, capital management to risk.

Prior to joining FTLife, he was Deputy Chief Executive and Chief Financial Officer at BOC Group Life Assurance Company Limited. He held senior management positions having worked in HSBC Life, Sun Life and Manulife. Before returning to Hong Kong in 1999, Ellick worked at Canada Life in Toronto, Canada for almost 10 years with extensive overseas experience.

Ellick graduated from the University of Toronto, Canada and is currently fellow member of Canadian Institute of Actuaries, Society of Actuaries of the USA, and Actuarial Society of Hong Kong. He has been elected to the Life Insurance Council (LIC) of the Hong Kong Federation of Insurers (HKFI) since 2020. He is the Chairman of HKFI Task Force on IFRS17 and Risk-based Capital Framework. He is also HKFI representative member of Insurance Regulatory Advisory Panel of Hong Kong Institute of Certified Public Accountants (HKICPA) as well as Life Insurance Committee member of Actuarial Society of Hong Kong (ASHK).

Chris Hancorn

Chris Hancorn is a Partner with PwC’s Asia Actuarial Services practice and leads PwC’s actuarial audit and advisory work with a number of insurers in Hong Kong and Singapore. He has extensive experience of actuarial work in financial services in the UK, Republic of Ireland and in eight markets in Asia, including product development and pricing, financial and capital management, and financial reporting for life insurers, with particular current focus on developments in the new International Financial Reporting Standard for insurance contracts (‘IFRS 17’) and risk-based capital regulations. Chris began his career with The Standard Life Assurance Company in Edinburgh where he performed several roles in product development, distribution and financial management, and where he qualified as a Fellow of the Faculty of Actuaries. He is an active member of the actuarial profession, having served on Council of the Faculty of Actuaries and the Professional Matters Committee and Risk-Based Capital Task Force of the Actuarial Society of Hong Kong. Chris has a First Class Honours degree in Mathematics and Statistics from The University of Edinburgh.

Clarence Wong

Clarence Wong is the Chief Economist of Peak Re. He is responsible for delivering strategic insights on economic, insurance and emerging risks to the company and its key stakeholders. He also oversees the development of thought-leadership content for Peak Re.

Clarence is an industry veteran with more than 30 years of experience in the finance industry and an extensive research track record. Before joining Peak Re, he worked at Swiss Re since 1999, where he last served as the Chief Economist, Asia. He led a team of researchers to provide Swiss Re and other stakeholders with economic and insurance insights, as well as research on emerging risk landscape in Asia. At the same time, his team contributed to Swiss Re’s sigma, the regular insurance industry report that is considered a “must-read” for anyone interested in the sector. Prior to that, Clarence spent nine years at HSBC’s economic research department, worked at PricewaterhouseCoopers in its management consulting arm, and in the R&D department of Hutchison Trading Ltd.

He has a Master’s degree in Economics from the University of Hong Kong.

Florence Ng

Florence Ng, FSA, is a Partner at EY HK Actuarial & Insurance Consulting Services, with more than 16 years of experience. She is experienced in HKRBC, Global Systemically Important Insurers (GSII), financial reporting, embedded value and economic capital.

She advises the Hong Kong Insurance Authority in designing the HKRBC Pillar 1 framework covering the asset and liability valuation, risk calibration and capital resources, as well as Pillar 3 on regulatory returns. She has also been leading numerous HKRBC and enterprise risk management (ERM) implementation projects for insurers of different sizes and background and advises their Board on the implications on financial positions and business strategy.

She is also the lead actuarial partner for the actuarial audit and review of many insurance companies, under USGAAP, IFRS and statutory accounting standards.

Tim Berry

Tim Berry is a consultant actuary who specialises in creating valuation and pricing models for life and retirement income insurers and reinsurers. Tim aims to help create insightful, user-friendly and efficient models. Having worked in Hong Kong and Tokyo for several years, Tim currently works in the UK and internationally. Tim regularly chairs actuarial learning events, has an amateur interest in physics and enjoys hiking in warm places.

James Sharpe

James Sharpe is a consulting actuary with over twenty years of actuarial experience. James’s recent work has been in calibrating internal models, matching adjustment portfolios and asset liability matching. James is also the Chair of the Extreme Events Working Party with the Institute and Faculty of Actuaries.

Professor Andrew Smith

Professor Andrew Smith is an internationally renowned actuary who specialises in the application of advanced mathematical and statistical methods to solve problems in the financial services industry. He has worked on projects in life, pensions, investment and general insurance, as well as less traditional areas such as mortgage credit scoring, economic scenario generators, exotic derivative pricing and the financing of nuclear power stations.

Registration Policy


1.	Registration will only be confirmed upon receipt of full payment, on a first-come, first-served basis. To qualify for any special rate (e.g. early-bird rate), if any, please settle the full payment by the prevailing deadline. Otherwise, the outstanding registration fee will automatically be changed to the regular rate.
2.	For ATM/bank transfer, all bank charges (including any local and overseas charges) should be borne by registrants and cannot be deducted from the registration fee. Please give instructions to your bank to this effect if charges are deducted from the registration fee, the registrant will have to reimburse the difference to the ASHK upon arrival at the event.
3.	An official e-receipt will be sent by email and uploaded to the “Login Area” on the ASHK website (click “Payment History”) within 1-2 weeks after the payment has been verified.
4.	Upon successful registration with payment, registrants will receive a confirmation email. A reminder email will also be sent prior to the event. If registrants did not receive the confirmation email and reminder from the ASHK, it is the registrants’ responsibility to contact the ASHK Office to confirm their seats.
5.	By registering, registrants agree that their personal data provided will be used by the ASHK for administration and management purposes relating to this event and other activities supported by ASHK or relevant to the actuarial profession. Registrants can request not to disclose their personal data and opt out from receiving the ASHK’s general mailings by emailing to the ASHK Office: info@actuaries.org.hk.
6.	An official e-certificate of attendance will be emailed to all registrants who attend the entire webinar and complete the evaluation form and also uploaded to the “Login Area” on the ASHK website (click “CPD Record” > “Event Log & Attendance Certificate”) within 1-2 weeks after the event.

Cancellation and Refund Policy


1.	Registrations should be paid in full prior to the event. Immediate payment is required upon receipt of the registration acknowledgement email. If registrants fail to make payment, ASHK reserves the right to release the seat without prior notice and your registration for future events may be affected.
2.	For cancellation, please notify the ASHK Office by emailing to info@actuaries.org.hk and provide such information as the registrants’ names and company names. Unless specified, cancellation before 31 August 2021 will be subject to an administration fee of HK$250 of registration fee per registrant and refunds will only be made after the completion of the event. ASHK will mail the refund cheque and the amount will be the registration fee less the administration fee. In the event of late cancellation (after 31 August 2021) or no-show, request of refund will not be entertained. The registration fee will still be due for any no-shows.
3.	Substitutions are allowed without any administration fee provided written notice is given to the ASHK Office at least 2 working days prior to the event date. Non-member rate applies if the substitute is not an ASHK member.
4.	The ASHK reserves the right to change the venue, date/time or speaker(s) of the event due to unforeseen circumstances without prior notice. Any changes in the event details may be notified to registrants by email and posted at the ASHK website (www.actuaries.org.hk).
5.	In case of dispute, the ASHK reserves the right of final decision.

Adverse Weather Policy

Unless specified,
1.	When Typhoon Signal No. 3 or below/ Amber or Red Rainstorm Warning is in force, all events will be held as scheduled.
2.	For events that have not started yet: If Typhoon Signal No. 8 or Black Rainstorm Warning is in force after 7:00 am - morning and/or full-day events that start from 9:00 am will be cancelled. 10:00 am - luncheon events will be cancelled. 12:00 noon - afternoon events that start between 2:00 pm and 6:00 pm will be cancelled. 4:00 pm - evening event that start from 6:00 pm will be cancelled. The ASHK will re-schedule the event if possible. If participants cannot join the event on the re-scheduled date, registration fee will be refunded. If the event cannot be re-scheduled, registration fee will be refunded.
3.	For events that are in progress: When Typhoon Signal No. 8 or above is hoisted, the event must be halted immediately. Participants should leave the venue when it is safe to do so. When Black Rainstorm Warning is in force, the event will continue as scheduled. Participants are advised to remain where they are.
